Watch the incident again, if you can make a case of that NOT being a penalty you don't know the rules. It wasn't shoulder, it wasn't accidental it was a CLEAR movement of the arm to the ball.

He had no reason to have his arm out there. I don't see how that's not been given. The ref should have at least been shown the replay from the angle showing the front of the player. From behind it looks like it hits his chest.
