I think you're being deliberately obtuse:

"for all I care" that right there disqualifies the statement as a encouragement. She's not telling people to do it, she's statement how she'd feel if it happened. 

Lack of empathy is not a crime.

The only part of the statement that qualifies as an expression of a desired outcome is "mass deportations now".

Whether I have a problem with it is irrelevant. What's relevant, for the purpose of a criminal conviction, is the what is actually meant by the statement and the author's intentions.

 "For all I care" is a very important part of the statement because it completely changes the the intent of everything that comes before and after.
