Based on the current financial landscape of the Premier League and West Ham United's specific situation as of late 2024/early 2025, the short answer is no, it is not strictly true.

While Profit and Sustainability Rules (PSR) do limit how much money a club can lose, West Ham United is currently in a financial position where David Sullivan (or other investors) could invest more money if they chose to. The claim that they are "constrained by PSR" is viewed by many financial experts as a negotiation tactic or a business choice, rather than a hard regulatory ban.

In other words. Sullivan doesn't want to invest into West ham with his own funds.
This is why he is hated, and has to be flogged out. Dead or alive!

Just overheard some transfer chat on Talksport with some European specialist of some nature. He reckons Promise David to West Ham won't happen as he's destined for a bigger club. That's a mark of our standing in the eyes of the footballing world

The manager supposedly wants two forwards especially including a fast direct winger. 

With that in mind expect Adama Traore and Raheem Sterling.

Kevin has impressed me at Fulham ,so has that Chukwueze who's on loan from Ac Milan. 

Post Cup win we really have managed to royally fuck up the golden opportunity to spend some serious dough on new quality signings of epic proportions. All that Rice and European money spaffed up against the wall that would make even Boris Johnson blush. It only took 2 years to achieve it as well. Like kids in a fucking sweet shop. Fuck I hate Sullivan.
